The information below has been provided to Union County Sheriff's Office and the
Oregon State Police. To date we have received no response.
In early 1992 Douglas (55) and Barbara Tobiasen (42, HS diploma) together with
Richard Briggs Douglas' friend, moved to Union County. In June 1992 Douglas dies a
"sudden and mysterious death". In May 1993 I meet Barbara now 53 and a former
professor of physics at Stanford, Richard Briggs is now her brother. We are married in
May 1994, Richard is found dead of a gunshot (Barbara's gun) in February 1998. We
separate in November 1998 and in November 1999 she comes into my home
uninvited and gets into my bed with a gun and is injured. A month later, two days before
Christmas, she is back to using her real age, the PhD in physics disappears, and she
files her first false police report citing domestic violence. I am jailed and Stephanie is
taken by the State. At a February 29th, 2000 hearing she perjured herself about her
access to (50 +) weapons and admitted mental illness. March 17th she received a
letter from me to her Priest stating that I would expose her at my next hearing on March
28th. She left work, bought a gallon of whiskey, drank herself into a stupor (over 1/2
gallon), crawled into bed, urinated on herself, wiped herself with a towel, and passed
out. When she awoke it was to find two policemen who had kicked in her door standing
over her. In her own (first) words "I'm too sick to work". Taken to the hospital and
needing to explain her actions, the next day she files a second false police report
claiming a rape and murder attempt and naming me as the subject.
This is where you had an obligation to investigate the veracity of your star witness.
Instead you chose to cancel my hearing and indict me in secret. In November 2000 I
was arrested the night before my trial and you forced me to plead guilty (doubling my
probation period) or forfeit over $100,000.00 in real estate. In February 2001, after we
discovered the existence of the false report we issued a subpoena which you
personally denied.

| What made you start sending Judge Mendiguren home now? You had no complaints about his erratic behavior when you were manipulating him to achieve results as a District Attorney. Like my family, you used him as a prop, then discarded when he was of no more use to you. |

I recently received a rape/sodomy report that causes me great concern as the father of
an extremely vulnerable, physically challenged adult daughter, and a citizen of Union
County. My wife was ambushed in her home by two men who, terrorized her, demeaned
her, raped her, attempted to murder her by suffocation, and left her for dead. She was
discovered and rushed to the hospital when officers from two police agencies entered
her remote High Valley home and kicked in her locked bedroom door. I have enclosed
the portions of the original report(s) that I received but there are clearly several pages
missing from this group of documents.
Could you help me ascertain the status of the High Valley Rapists investigation? Were
there DNA results from the evidence that was tested? Was there any follow up
investigation done? Could anyone provide me with the complete documentation in this
case? Rape and attempted murder are very serious crimes and any failure to
aggressively pursue the perpetrators is a violation of the public trust. In addition the
community has a right to know how many other assaults have been kept from them and
the reason this vicious assault was not thoroughly investigated. My daughter and other
vulnerable citizens need assurance that these predators are not free in our community
and that they do not need to live in fear for their lives. Thank you for your time and concern
in this matter.
