Here are the portions of the Freedom of Information Act Request and correspondence between myself and child

Dear Judge Mendiguren,
I have been informed by a member of your church that after reviewing the recent Freedom of Information Act
requests made by my daughter Stephanie you have decided to initiate an investigation into the fraud committed by
the Child Welfare Services and their refusal to comply with the requests that she has made. I’m sure that the
realization that these heinous acts occurred under your authority and in your Court has been devastating to you as
a person of integrity and a man of conscience. Your epiphany has not come in time to prevent the years of
exploitation and abuse, the sexual assault, or the near death of my daughter but will certainly help her to begin
healing emotionally. I applaud the personal risk and the courage that it took for you to return and expose the
criminal element and the reprehensible behavior that permeates this organization responsible for protecting our
most vulnerable population, our children.

PS A special thanks to the church member who engaged you in many lengthy conversations regarding our case
and has been instrumental in this outcome.
1.) The 147A (dated February 30th, 2000) page 7 and the 147B page (dated August 18th 2000, not
included) make the following statement “Mr. Bares daughter and Monica Lopez both have made reference to at
least two incidents in which Mr. Bare was involved in violence; military records have not been requested and
documentation to prove or disprove this information has not been accessed.” (Click Here) I was 20 months old
when my mother left Germany and my father took full custody of me. I was 3 years old when he was honorably
discharged from the U.S. Army. The only incident I am aware of is one in which he was assaulted and stabbed
while performing his official duties as a non-commissioned officer. I did not report my father as violent and am
outraged that this was attributed to me. It is no coincidence that my caseworker is an incest survivor, or that her
father was career military. I would also like to note that the statement quoted above is eerily similar to the following
statement “Inasmuch as past behavior is the predictor of future behavior a better understand of Mr. Bare’s history
of violence in other settings is recommended. It may be helpful to gain access to his military record or have
discussions with his exwife and family to ascertain if there has been a pattern of violence in the past.” This
statement can be found on page 7 of my father’s psychological evaluation (dated March 5th, 2000) (Click Here).
It is noted in the evaluation and in the Citizens Review Board report (dated June 19th, 2000 page 3) that SCF had
reported no history of violence. (Click Here) The CRB also found (page 4) that SCF is in violation of ORS
419.780(2) for failing to provide the CRB with the 147A as required law. (Click Here) It would appear that Ms.
Brookbank used the evaluation dated March 5th to tailor the lie about me reporting my father as violent in the
military in the 147A dated February 30th. In addition, there is another reference in the 147A to a letter dated
March 13th, the 147A was not provided to the CRB as required by law, and as you can see by the date stamp it
was not received by my father’s attorney until June 8th. Yet the date on the 147A is handwritten only on the cover
page and the signature page and both Jean Brookbank and her supervisor Jerry Buzzard date the document with
the unusual and nonexistent date February 30th. (Click Here) All of this would seem to indicate that this
document was prepared in June and that they conspired to falsify this document.
Dear Ms. Hennel,
Thank you for responding to my request for information regarding the decision to place me in long term foster care.
Instead of answering my questions, however, it has raised serious concerns about the actions of my caseworker
Jean Brookbank. I have provided you with excerpts of the documents that you sent to me. The highlighted portions
relate to two separate issues. First, why was I not placed with either my grandparents or our close friends the Wards
who had two daughters my age in their home? Secondly is the statement by Ms Brookbank that “Mr. Bare’s daughter
and Monica Lopez both have made references to at least two incidents in which Mr. Bare was involved in violence.
Military records have not been requested and documentation to prove or disprove this information has not been
accessed.” This was the most egregious of misrepresentation that I have seen to date. I was just 20 months old
when my father became a single parent while stationed in Germany and just 3 years old when he left the military.
Would you please provide me with the documentation supporting this statement as well as a documented
explanation for not placing me with family or friends? Thank you for your cooperation. Respectfully yours,

Dear Judge Mendiguren,
I just wanted to thank you personally for addressing my allegations of fraud by Child Welfare Services and
their callous unwillingness to comply with my Freedom of Information Act requests for documentation. I plan
to do everything in my power to bring attention to your courageous actions and as a first step I have posted
a video on YouTube thanking you for contributing to my emotional healing by championing the truth in my
case. As I’m sure you know, we live near the Buffalo Peak golf course and our home can be viewed from
several of the holes you frequently play. Perhaps someday when you come out to golf we could get
together out here and talk candidly about the impact that keeping these lies alive for almost 12 years has
had on my life. Please call first as my daily rehabilitation includes pool therapy each afternoon in La
Grande.
