Is Deputy Washbond the Domestic Violence
investigator the High Valley Rapist?
OSP forced retirement --> UCSO Domestic Violence Investigator November 1997

Functionally illiterate (could no longer meet OSP testing standards
centralized/computerized?)

Already protected by OSP then UCSO by preparing his reports (wife? also
schoolwork?)

Records requests to OSP yielded only (2) 2” x 4” note pages, yet the stamp on the
upper margins of portions of the report received from UCSO clearly show that pages
(6-9) were faxed from OSP. It also shows that there are several pages of that faxed
report missing (pgs 2-5?).

Missing documents (ex: pg 4 of 4 but no pg 1, 2, or 3) odd reports (pg 5of 5 appears
to be the first pg of a 5 pg report but subsequent pgs are not numbered)

Did OSP and/or UCSO deliberately purge records to continue to protect Deputy
Washbond?

Deputy Washbond delayed his investigation for 7 days after initial report, there are
no interviews of neighbors, and I was never contacted.

Deputy Washbond did not follow up on the case despite the specific
recommendation that he do so by an OSP officer 4 days after initial report
.
8 days after the initial report Deputy Washbond allegedly brought a reserve officer
the scene of a rape and murder attempt to observe him collect evidence instead of
having trained members of a major crime team collect evidence. There is no report
or notes from that officer included in any documents or initials on the evidence
sheets.

Were there results on rape kit items allegedly sent by Deputy Washbond to OSP
forensics lab in Pendleton?

Was the 2 day delay in making the initial report due to rapist being a police officer?  

Is this why the report taken by that same officer appears to be false and no
investigation was done?

Is this still an open case and if not who authorized it to be closed?
